The People Behind TrueCost Group
TrueCost Group is a licensed health and dental insurance agency based in Miami, Florida. We help individuals and families find coverage they can afford, in English and in Spanish, and we stay with them after they enroll.
The agency was built by former agents, and that shapes how we work. Our own marketing brings clients to us, so we never buy leads. Every client speaks with a licensed agent. We do not use bait offers to get anyone on the phone.

Jose Castro
Jose sold his first business at 23. He came into health insurance as a sales agent, and within six months he saw a gap in the market for an agency that does right by its customers and its agents. He left and founded TrueCost Group, which has since enrolled more than 20,000 clients across more than 40 insurance carriers.
Jeff Turcotte
Jeff brings extensive experience in the health insurance industry, with a proven track record of building successful agencies, leading high-performing sales teams, and developing strategic partnerships. His background includes leadership roles at USHEALTH Advisors and Comcast, as well as serving as a founding partner of Insurance by Deb. Throughout his career, he has focused on expanding access to affordable healthcare solutions for individuals, families, and small business owners. As Managing Partner of TrueCost Group, Jeff leads business development, carrier relationships, and strategic partnerships, driving innovation, distribution growth, and long-term expansion.
Rodrigo Castro
Rodrigo started TrueCost Group with Jose in 2024 and was its first agent. He directed the ad creative that took the agency to six figures a month and built the prospecting chat funnels its clients use to book with an agent. He also built the agency's own client directory with white-glove service, and today leads marketing and heads the Spanish Division, its Spanish-speaking sales team.
Victor Smushkevich
Victor has 19 years in digital marketing and lead generation and has generated over $150,000,000 in revenue for his clients, including Home Depot, Sears, Mr. Rooter and HomeAdvisor. He helped Acorns reach its first 1,000,000 app downloads. At TrueCost Group he runs operations and technology.
Dave Williams
Dave spent most of his career as a firefighter paramedic and went on to manage and mentor other paramedics. After a back injury he spent a year learning to walk again. He brought what he knows about health into insurance, joined us as an agent in September 2024 and became a top producer within weeks. He now manages the sales team and trains new agents to care for every client the way he would his own family.
